This year, the focus on the worker will reach its peak. Andrey Zakharchenko, Deputy Chief Engineer of Chernomortransneft, spoke of this in more detail.
The Ministry of Health and Social Development of the RF has approved standards for the use of special clothing, special footwear and other personal protective equipment (PPE) for oil industry workers. At Chernomortransneft these standards are taken as a basis, they are regularly enhanced and expanded to consider both the individual characteristics of workers, including their health condition, and the varying climates of the regions.
For example, this year the joint development of new articles of summer workwear in collaboration with the Pipeline Transport Institute will be finished. Its objective is to protect a worker from short-term exposure to flame and at the same time take into account the special features of working in the open air at elevated temperatures.
Each Company member involved in fire and gas-hazardous work is provided with a gas alarm device, which gives an audio- and light signal indicating that the concentration of fire gases in the working area air is exceeded.
At operating facilities eye protective equipment is mandatory: glasses with sunscreen and clear glasses for people with normal vision and corrective glasses for those with impaired vision.
Such an individual approach is applied to employees of different professions. And it concerns both PPE and working conditions in general. All around the operating facilities, bridges, crossings, decks and fences are replaced with reliable analogues that meet all safety requirements. 207 structures of this kind have been replaced.
Nothing is considered a trifle at the enterprise. So, to ensure the safety of pedestrian and vehicle traffic on the territories of large operating facilities, the road was marked (including designated pedestrian walkways) and information signs were installed.
Teaching Both Within and Outside the Company
One of the most important tasks is to organise a continuous learning process and test knowledge of the rules for safe operation at large industrial enterprises. The meticulousness in this matter is reasonable. The cost of not knowing is too high.
Thus, an innovative interactive instruction system for line pipeline workers has been developed and implemented at Transneft. It gives a visual and spatial perception of the works carried out on the line and a visual demonstration of information materials. In Chernomortransneft, 172 pipeline workers have been instructed.
About 800 Company's specialists annually undergo training and refresher courses at various centers, all without exception are regularly tested for knowledge of rules for safe operation at hazardous operation facilities, first aid rules and so on.
They master all the knowledge in practice both in classrooms and during various competitions and festivals, for example, at the annual large-scale event dedicated to the World Day for Safety and Health at Work.
There are a lot of events and programmes at the Company, extreme amounts of experience have been accumulated and experts actively share it. A lecture cycle for higher and secondary educational institutions of Krasnodar Territory is scheduled this year.
The whole complex of works in the field of occupational health has repeatedly received high praise: occupational health specialists annually become winners and prize-winners of nationwide, regional and industry competitions in the relevant field.
The Federal Service for Labour and Employment and the State Labour Inspectorate in the Krasnodar Territory issued a Certificate of Trust to Employer which confirms the high level of workers’ safety in the workplace and Chernomortransneft’s respect for the labour rights of its employees.
One of the most important indicators is the use of the BS OHSAS 18001 (British Standard Occupational Health and Safety Management System) standard in the work. The purpose of the standard is to improve the operation of the Company, and its requirements relate specifically to occupational safety and not to the safety of the Company's products or services. Chernomortransneft regularly passes a surveillance audit of the occupational health management system for compliance with the requirements of this international standard.
