An Incident in Protected Zone of the Ring Oil Products Pipeline Offshoot to Moscow Refinery

A fuel oil spill, which afterwards ignited, was discovered on 12 August 2015 at the 29th section of the offshoot leading to the Moscow Refinery – at Volodarskaya line operation dispatcher station, in the area of the underwater crossing at the Moskva River.

The offshoot to the Moscow Refinery from the Ring Oil Products Pipeline (ROPP) running around the Moskva River has three legs - for pumping jet kerosene, gasoline and diesel.

Emergency response crews of Mostransnefteproduct, JSC have been arriving to the incident scene.

The circumstances have been investigated. No pressure drop had been recorded in the pipeline before an oil spill emerged. No oil product pipeline damage was discovered in the ROPP preliminary inspection.

As at 7:00 p.m. of Wednesday, no pumping of oil products from the Moscow Refinery was performed through any of the three ROPP legs.
