The Advisory Body for Public Audit of Purchasing Efficiency of Transneft, JSC conducted an ordinary meeting

On July 1, 2015 a meeting was held by the Advisory Body of Transneft, JSC responsible for public audit of purchasing efficiency in the company and entities of the Transneft system. The meeting gathered representatives of the management staff of Transneft, JSC: Мaksim Grishanin, First Vice President of the Company and Pavel Revel-Muroz, Vice President of Transneft, JSC, as well as representatives of the Gubkin Russian State University of Oil and Gas, the Consumers Union of the Russian Federation, the Civic Chamber of the Russian Federation, the National Association of Procurement Institutes and other institutions.

Members of the Advisory Body considered the results of purchasing activity of Transneft, JSC and entities of the Transneft system in the I quarter of 2015.

In the course of the meeting the company representatives informed the Advisory Body members on measures taken to implement a roadmap for expansion of access of small and medium-sized enterprises (SME) to purchase of infrastructure monopolies and partially government-owned companies approved by Decree of the Government of the Russian Federation No. 867-р dated May 29, 2013, directives adopted in execution of the roadmap, as well as on fulfillment of the requirements set forth in Decree of the Government of the Russian Federation No. 1352 On Specific Aspects of Participation of Small and Medium-Sized Enterprises in Purchase of Goods, Work, Services by Certain Types of Legal Entities dated December 11, 2014.

In pursuance of the aforesaid documents the following measures were taken for the benefit of SME subjects within the scope of purchasing activities of Transneft, JSC:

- the scope of security for the purchase bid was limited to not more than 2% of the initial (maximum) contract price (lot price);

- an alternative way to secure the bid was provided and the term for its return was reduced to one week;

- the terms for contract conclusion and payment upon fulfillment of obligations under the contract were optimized;

- the List of Goods, Work, Services of Transneft, JSC, entities of the Transneft system purchased from SME subjects was approved and placed on the official website of the company;

- the Form of Declaration of Conformity of the purchase participant with the criteria for qualification as SME subjects was approved and fixed in the Regulation for Purchase of the Company’s Goods, Work, Services.

In the I quarter of 2015 the number of contracts concluded by Transneft, JSC and entities of the Transneft system with SME subjects was by 5.2% more than within the similar period of the previous year. The total amount of such contracts was equal to 16.1 billion rubles which constituted 23.2% of the total amounts of all the contracts concluded in the I quarter of 2015.

The meeting of the Advisory Body also considered draft criteria for qualification of goods, work, services as innovation products within the scope of the Russian fuel and energy sector which criteria were developed by Transneft, JSC. The main point of the requirements to such products is higher indicators of service life, reliability and efficiency. Such an initiative on the part of the company proves its motivation to obtain the new technologies, equipment and materials and implement them efficiently, its readiness to ensure purchase of such products instead of traditional ones in the amount not less than 20% of the annual volume which is necessary for implementation of Directives No. 7377п-П13 approved by the Government of the Russian Federation on December 7, 2013.

The Advisory Body of Transneft, JSC responsible for public audit of purchasing efficiency in the company and entities of the Transneft system was established in February 2014 in pursuance of the directives of the Government of the Russian Federation for expansion of access of small and medium-sized enterprises to purchase of infrastructure monopolies and partially government-owned companies. Its main objectives are: improvement of efficiency of breakthrough technological solutions applied in purchasing, public disclosure and transparency of purchases, non-discrimination and fair competition among participants in purchasing. Public audit of purchasing efficiency is carried out within the scope of the Partnership Program of Transneft, JSC and entities of the Transneft system with SME subjects. According to the company’s opinion the measures taken contribute to increase in the share of purchases from SME subjects, in particular of innovation products, work and services due to removal of administrative, financial and information barriers.
