Fraudulent proposals to enterprises involved in procurement procedures conducted by Transneft and its subsidiaries have become more frequent of late. Among them are proposals of procurement bid preparation services, assistance in being recognised as winners of procurement procedures as well as other intermediary services. People offering the said services are introduced as workers of Transneft subsidiaries or refer to “close” relationships with their employees and to the knowledge of the “specific” requirements and conditions, which allegedly allows them to win in tenders.
Cases of unknown persons harassing various organisations have become more frequent. These introduce themselves as workers of Transneft and its subsidiaries and suggest participation in spurious or real procurements for Transneft and its subsidiaries. For these reasons they charge a certain fee for the execution of the so-called Certificate of Conformity to the Register of Proven Organisations, or suggest that they can ensure the admission to the interregional register of expert evaluations to confirm their professional reputation as procurers.
We’d like to inform you that the said proposals and actions have nothing to do with the activities of Transneft and its subsidiaries, being provocative and unlawful by nature. Transneft subsidiaries carry out procurements in strict compliance with the valid legislation and internal regulatory documents, all procedures being open, transparent and implying no services of intermediaries.
All correspondence between Transneft and its subsidiaries, on the one hand, and other stakeholders (manufacturers, bidders, procurement participants, counterparties and others), on the other hand, is performed within the document traffic used by Transneft and its subsidiaries, where documents, including targeted queries of price quotations and bids, are formalised on official letterheads signed by duly authorized persons with all the essential credentials and requisite details.
Taking the above stated into consideration, we ask participants in the procurement of goods, works and services by Transneft subsidiaries not to succumb to provocative suggestions for the sake of evading negative consequences.
