Basis for Implementation of the Project:
- Russian Energy Strategy for the period through 2030, approved by Directive of the Russian Government No.1715-r dated 13 November 2009;
- The General Development Plan for of the Russian Oil Sector up to 2020, approved on 06 June 2011 by Order No.212 of the Ministry of Energy of the Russian Federation.
- Transneft’s strategy, approved by the Transneft Board of Directors.
The Goal of the Project:
Ensuring diesel fuel supplies to the local market of Krasnodar Territory and for export to Europe via the port of Novorossiysk.
The revamping of trunk pipelines at the Tikhoretsk – Novorossiysk section for increasing the throughput capacity to 6 MTPA. Within the first stage, the existing loopings were connected, and 90 km of line were built, a new pumping station was constructed, and the existing PSs were revamped; a total of 70,000 m3 of tanks were constructed and revamped.
Implementation of the first stage was completed in 2017.
Construction of a petroleum products trunk pipeline at the Volgograd – Tikhoretsk section with the throughput capacity of up to 6 MTPA. As part of the second stage, a 495 km long pipeline, new pumping stations with the tank farm volume of 80,000 m3 and a railway loading rack were built.
The main facilities to ensure the transport of petroleum products, as well as operational and infrastructural facilities were commissioned in 2017, enabling the intake of diesel fuel produced by Volgograd Refinery in the amount of up to 4 MTPA, as well as its transportation via the system of petroleum products trunk pipelines to the port of Novorossiysk.
In 2018, construction of the railroad loading rack at IPS Tinguta was completed, enabling to feed up to 2 MTPA of petroleum products to the Transneft system of trunk pipelines for their further transportation to the port of Novorossiysk.
