Basis for Implementation of the Project:
- Russian Energy Strategy for the period through 2030, approved by Directive of the Russian Government No.1715-r dated 13 November 2009;
- The General Development Plan for of the Russian Oil Sector up to 2020, approved on 06 June 2011 by Order No.212 of the Ministry of Energy of the Russian Federation.
- Transneft’s strategy, approved by the Transneft Board of Directors.
The Goal of the Project:
Increasing the volume of diesel fuel pumped to the port of Primorsk
The increase of diesel fuel transfer from 8.5 MTPA to 15 MTPA in the direction of the port of Primorsk was made possible. Within this stage, four new pumping stations were constructed, and the existing PSs were revamped, 15 km of looping and tanks with the total capacity of 60,000 m3 were constructed; the Yaroslavl – Kirishi-2 and the Kirishi – Primorsk trunk pipelines were converted from oil pumping to diesel fuel pumping (805 km).
This stage was completed in 2016.
The increase of diesel fuel transfer from 15 MTPA to 25 MTPA in the direction of the port of Primorsk was made possible. As part of the second stage, construction of new petroleum products pipelines and revamping of the existing ones with the total length of 139 km was carried out, along with the construction of three new pumping stations and revamping of the existing ones, as well as the conversion of the Gorky – Yaroslavl oil trunk pipeline to pumping petroleum products (353 km).
In 2018, the goal of the project was achieved: works were completed and facilities were commissioned to increase the volume of diesel fuel pumped to 25 MTPA.
