Within this stage, four new pumping stations were constructed, and the existing PSs were revamped, 15 km of looping and tanks with the total capacity of 60,000 m3 were constructed; the Yaroslavl – Kirishi-2 and the Kirishi – Primorsk trunk pipelines were converted from oil pumping to diesel fuel pumping (805 km).

This stage was completed in 2016.

The increase of diesel fuel transfer from 15 MTPA to 25 MTPA in the direction of the port of Primorsk was made possible. As part of the second stage, construction of new petroleum products pipelines and revamping of the existing ones with the total length of 139 km was carried out, along with the construction of three new pumping stations and revamping of the existing ones, as well as the conversion of the  Gorky – Yaroslavl oil trunk pipeline to pumping petroleum products (353 km).
